Is this a male or female? either way the hernia can be repaired during the neuter or spay (about 5-6mos old)..if you plan on breeding this dog..just keep an eye on it if it is a male, if it is a female i would suggest having it repaired before becoming pregnant as this could stretch the hole larger..it is not uncommon for dogs to have hernias..especially umbilical hernias, where they just did not heal completely at their umbilical sight (Navel)..as long as it does not seem to be increasing in size, there is not a large concern.
